General Information on the Differentiation and Billing of Practice and Consultation Hour Supplies
Consultation hour supplies (SSB) refer to products that a physician may use during contractual medical treatment for multiple patients in their practice, with the costs borne by the responsible payer.
Practice supplies, on the other hand, are not considered consultation hour supplies and are not prescribed for individual patients. These supplies are purchased and paid for directly by the physician or practice. The costs are covered under the Uniform Assessment Standard (EBM). Examples of practice supplies include Disposable syringes , Disposable needles, Gloves, Cellulose materials, Surface and instrument disinfectants.
Examples of Consultation Hour Supplies include:
- Bandages and suturing materials
- Anesthetic and local anesthesia agents
- Reagents and rapid tests
- Diagnostic and therapeutic agents
- Disinfectants for patient application
Examples of items not included as Consultation Hour Supplies:
- Disposable products like needles, syringes, gloves, scalpels, urinary catheters, rectal tubes, or specula
- Costs for film materials, reagents, substances, and materials for laboratory tests
Billing and Reimbursement in the Outpatient Sector
In Germany, there are 17 Regional Associations of Statutory Health Insurance Physicians (Kassenärztliche Vereinigungen, KVs), each with its own consultation hour supply (SSB) agreement.
The respective health insurance company with the largest number of insured members in a KV district is responsible for the centralized processing of SSB.
The regulations for reimbursement and billing of SSB vary across the regions of the different KVs and are often complex. For example, infusion therapy may involve products classified under SSB, practice supplies, material costs, or medical aids.
Key Points to Keep in Mind:
- Requests for bandages, aids, and medications under SSB should be made separately.
- Medical aids are not subject to budget restrictions within the SSB framework.
- Special agreements may apply to certain specialist groups; if in doubt, consult the responsible health insurance provider or KV.
- The quantity of requested SSB must align with the needs of the practice, including emergency service requirements.
